INTRODUCING ENERGY MANAGEMENT SYSTEM CERTIFICATION 

Energy management has become an important theme in our society and in the political debate. This is partly due to climate change and global warming that are becoming increasingly evident. It is therefore necessary to take concrete measures when it comes to energy consumption. Fossil fuels must be reduced, and we must address and develop alternative, renewable energy sources. Protecting the environment and reducing CO2 emissions are at the forefront of these developments. Energy management is therefore an important topic. 
 
These developments are also of great importance internationally. Corporate social responsibility and sustainability are now known as success conditions in modern and future-oriented business operations. Global policy initiatives on energy consumption and reduction have taken place in recent years. European and national legislation – including the European Energy and Efficiency Directive (EED) – have led to a mandatory legal context which will be further strengthened in the future. 

ISO 50001 

The ISO 50001 quality management system standard was introduced in 2011 as a replacement for the original European standard NEN EN 16001. The current version of ISO 50001 has been in force since 2018, and there has been a further development based on insights regarding energy management and the application of the High Level Structure (HLS) for system standards. 

STANDARD CONTENT 

ISO 50001 focuses on insight into energy consumption and on the process-based reduction of energy consumption. This is done through the implementation of an operational energy management system (EnMS). With this system, energy use is monitored and an inventory is made of concrete improvements and efficiency. Specific objectives are established based on energy performance indicators. Formal and operational energy policy and compliance with relevant laws and regulations are central within the context of HLS. 

SCOPE 

The methodology of the ISO 50001 quality management system certification standard is generic. This means the methodology can be applied in any type of organisation, both in the Netherlands and internationally, regardless of the size, number of employees, the sector in which the organisation operates or the nature of the primary activities, such as profit, non-profit or government. 

CERTIFICATION PROCESS 

What does this certification process look like? Operationally, the certification process around this standard is broadly the same as with any ISO standard. This is based on an implementation methodology in a fixed cycle of 3 years. After a preliminary and review audit, also called Phase 1 and Phase 2 audit or certification audit , the certified organisation is subject to annual interim audits. Thus, we can determine whether the standard requirements are still being met. These audits are called surveillance audits. At the end of the cycle, the certified organisation can start a new cycle of 3 years, again starting with a certification audit. 

ADDITIONAL STANDARDS 

The ISO 50001 standard can be applied as a full management system, but – partly thanks to the High Level Structure – combinations with other management system standards are also possible, such as (in particular) ISO 9001 (quality), ISO 14001 (environment) or, for example, ISO 45001 (healthy & safe working). 

ISO 50001 

De kwaliteitsmanagementsysteemnorm ISO 50001 is in 2011 geïntroduceerd als vervanger van de oorspronkelijke Europese norm NEN EN 16001. Sinds 2018 is de huidige versie van ISO 50001 van kracht en is er een doorontwikkeling geweest op basis van inzichten met betrekking tot energiemanagement en de toepassing van de High Level Structure (HLS) voor systeemnormen. 

NORMINHOUD 

ISO 50001 richt zich op inzicht in energieverbruik en op het procesmatig terugdringen van energieverbruik. Dit gebeurt door middel van de implementatie van een operationeel energiemanagementsysteem (EnMS). Met dit systeem wordt energiegebruik gemonitord en wordt een inventarisatie gemaakt van concrete verbeteringen en efficiëntie. Op basis van energieprestatie-indicatoren worden specifieke doelstellingen opgesteld. Binnen de context van de HLS staan het formeel en operationeel energiebeleid en naleving van relevante wet- en regelgeving centraal. 

TOEPASSINGSGEBIED 

De methodiek van de certificatienorm ISO 50001 voor het kwaliteitsmanagementsysteem is generiek. Dat wil zeggen dat de methodiek kan worden toegepast in elk type organisatie, zowel binnen Nederland als internationaal, ongeacht omvang, het aantal medewerkers, de sector waarin de organisatie actief is of de aard van de primaire activiteiten, zoals non-profit, profit of overheid. 

CERTIFICATIETRAJECT 

Hoe ziet dit certificatietraject eruit? Operationeel verloopt het certificatietraject rondom deze norm in grote lijnen hetzelfde als bij een willekeurige ISO-norm. Die is gebaseerd op een uitvoeringsmethodiek in een vaste cyclus van 3 jaar. Na een voor- en toetsingsonderzoek, ook wel Fase en en Fase 2 audit of certificate audit genoemd, zullen we de organisatie jaarlijks tussentijds onderzoeken. Op die manier kunnen we vaststellen of er nog steeds wordt voldaan aan de eisen van de norm. Deze onderzoeken worden surveillance audits genoemd. Aan het eind van de periode kan de gecertificeerde organisatie een nieuwe cyclus van 3 jaar opstarten die opnieuw begint met een certificatie audit. 

AANVULLENDE NORMEN 

De norm ISO 50001 kan worden toegepast als volwaardig managementsysteem, maar – mede dankzij de High Level Structure – zijn combinaties met andere managementsysteemnormen ook mogelijk, zoals (met name) ISO 9001 (kwaliteit), ISO 14001 (milieu) of bijvoorbeeld ISO 45001 (gezond & veilig werken).
